Very simple purchasing iPhone question

Long story short i'm trying to buy a used iPhone--------- 

 

On this particular iPhone i was looking at it seemed like a great deal, good price, good condition, storage ect, until i found this note at the bottom of the information.

 

 

 

What does ''Factory AT&T, Will not unlock'' mean? I use AT&T so if that means this phone is only usable with AT&T thats fine.

yes it means that it can only be used on At&t

Even though they write that i am pretty sure that the US passed a law that requires them to unlock it if you want.

So, basically, "locked" means the phone is SET to that certain carrier.  No other carrier like Sprint would work on a AT&T phone.  In your case, you are looking at a AT&T phone which is locked to SIM cards only made/sold by AT&T or other AT&T companies (such as consumer cellular).
