ok this will be my first time building a pc i know what i need but for my budget i would need help. i have around 250 for a pc now thats not a lot for some but i dont care for high setting or even medium i like good fps over looks. so my idea was a intel core 2 quad or a earlier gen i5 and maybe 4 gb of ram but i would like 8. storage i have a harddrive that has what i need on it so i need help with a gpu along with a power supply, case , and mother board so if someone could help me for gpu. my work load is light to mid gaming and a little of light photo and video editing as well (for my YouTube channel) plus a little of music with fl studio so any help with pc parts like gpu and may be a procseser for this work load is much welcome

I think used components would probably be best considering price restrictions, so it depends a ton on where you live. I would go full on scrapyard wars and search craigslist and ebay, see what you can find. Maybe look for a 3rd gen i5 and a 780ti or something.

Well I would suggest possibly hopping on AM4 so you have a platform to build on. Maybe get a case later. See if you can find cheap DDR4.

What you want to find is an old business machine hopefully with more standard parts, then just slap in a used GPU, something with an i5 or i7 preferably.

A8 benchmarks. he later puts an 1800X into the super cheap system

Also, windows alone costs $70-100, so maybe try linux or great if you already have a copy of windows. (if you want to go for new build)
