My brother tried to install Windows Update Standalone Installer but as soon as he tried, windows gave him an error message which states the following: "Only one instance of wusa.exe is allowed to run". He tried to reboot the computer but no luck. He also checked the task manager to see if a process is active, but he claims it's not there. He has not updated his windows 8 in 2 years (since launch). 

 

He said he needs it to run Photoshop. Does he only need to update Windows or does he need to have this software?

wusa.exe is basically the windows update service. I would guess that the standalone updater comes with it's own wusa service.

I suggest to update the os trough the built in updater and avoid using the offline patches - if you can.
