The question is, why is my CPU and GPU not even using full load but yet the game struggles to run more than 70 FPS. Max is 144 FPS looking at nothing but 60ish FPS in the forest and dips down to 47FPS in the cities. My CPU is currently clocked to 4.6GHZ and I have 9 fans cooling my 980 TI (pics included in case you dont believe me) so there should be no thermal throttling as max tempt was 52. I know the game isnt optimized but I have seen people with better frames and no input lag with a inferior setup than mine. 

 

P.S I am running the game everything on low at 1080p.

it runs on the arma engine....anything is possible.

I was just about to make a post on this game. I too have a 980ti and I need to run it on low all settings to hit 40 fps on a 1440p ultrawide. I don't know what the deal is. The game is so choppy. I play most aaa games (witcher, gta5) on high-ultra locked at 60fps. This game just tanks.

Don't feel bad... its all about optimization, er, lack there of. The game is not utilizing everything. It will jump from one core to another and back, keeping the CPU usage typically around 70%, GPU load, SLI scales well in my case, but load is still around 80% each. I run it on ultra 1440p with a 4790k at 4.9ghz, and SLI 1070 overclocked - I still only get 60-80 frames on average, with dips to 50's when I stream and up to 120 when I'm in a building.

Regardless if your CPU isn't hitting full load, if your GPU usage is dropping below 95%, that means the CPU is the bottleneck. Try not to worry about it though. What you're seeing is happening on basically every system out there.

yeah its dropping below 95% I still think my spec is relevant in this day and age thought I am going to upgrade to a 8700k and 1080ti with a custom loop hardline cooling

Your specs are certainly relevant. To be clear, your hardware is perfectly fine. The problem is that most games have a hard time spreading a singular workload across multiple threads, which is why your CPU usage isn't going any higher. Your performance will only be as high as the slowest thread process. Upgrading to an 8700k will certainly help, but you'll probably still see bottlenecks until PUBG gets further optimized.

Can you overclock your ram to 2133? PUBG was very choppy and plenty of stuttering when I had my ram running at 1600, but overclocking it to 2133 (I was able to push my ram to 2400) improved frametimes immensely and no more choppy gameplay. My system is a i7 4770k o/c to 4.5 paired with a Gtx 1080.
