Beginner PC builder.

Sorry if this may seem a little silly or stupid. I've been known to over complicate things. I'm building a PC and wondering if I need both an SSD and HDD to run the computer. If i only need one what one would be better to run in the system?

You don't need both, no. Generally people use a SSD to run windows off of, and a HDD for storage. If you were to just run one, unless you're made of money I would go with just a HDD so you get more space, or even a SSHD.

Well, if you just do web browsing and some office files, and don't process many photos or videos, a 128GB SSD is enough.

That is true. If you only plan on light use, a 128gb would work. Most people need more space then that, so that's why I recommended going bigger, but if the needs of OP are simply for browsing/text files, a 128gb will work just fine.

HDDs are used to store games in most systems because they are huge. Also, critical data should be stored in a hard drive because in case the drive died, you can still get the data back from a HDD while the data is gone forever in an SSD. It's rare though.
