Need help, wired slower than wireless.

Power over Ethernet (PoE) and Powerline are different technologies that perform different functions. Powerline uses power wiring to provide an ethernet connection and PoE uses an ethernet connection to provide power.
OP is using Powerline.

Pc - 0.41Mbps Down 0.70Mbps Up
It's not all about how new the wiring is, how the house is wired and how much interference there is can affect speeds greatly. If it's only just started happening, you may need to either reset the powerline adaptors or find if something is creating a lot of interference.
