Games capped at 60 FPS?

Hi guys! I have had this problem for 3 days now, and I have been researching and I can not find a solution. Whenever I play H1Z1 or something like Rainbow Six Siege the game caps at either 80 or 60 fps. I have turned off game DVR in windows 10 and that didn't help. I then went into the nvidia control panel and turned off vsync globally and that did not help at all either. Now with some games if I press ALT+Enter and I go in windowed the fps with sky rocket but in windowed borderless or in windowed mode it gets capped. Does anyone have a fix? 

 

OS: windows 10

Nvidia driver: 388.13

Bios version: 5

MOBO: Gigabyte ab350 gaming

CPU: 1800x

GPU: evga 1070 sc

Maybe those games cap the frame rates, for example by default CSGO caps frame rates at 300fps.  But that is a very competitive light game, so those frame caps might be somewhat reasonable, but I'm not that sure....

HDMI cable doesn't lock your framerate. In the other hand, there are games that have options to lock the framerate, check for that first.

Change the MaximumFPS entry in your useroptionsini file to something higher in H1Z1. Also, check you don't have Vsync enabled in specific game profiles, as that may well override whatever is in your global settings. Some games default to the monitor refresh rate when windowed or in borderless windowed mode, which is one reason why it's better to play fullscreen instead. H1Z1 in particular uses a really shitty game engine that's very poorly optimized.
