i7 7700k Overclocking help

Hey there! I just recently finally upgraded to an AIO, It's the Arctic 360 rad with 6 fans. On idle I reach temps around 20C, which is great and I'm in love with this thing!

But I can't seem to reach my full turbo clock, or I'm just stupid. I've changed my BIOS in the AI Tweaker and set to Sync all cores at 50, so it should be a maximum turbo of 5.0, right? I'm only getting a max of 4.5, and under the CPU-Z stress it sticks around 70C at max. Is there simply no need for the chip to turbo more, or do I have to change something again? Voltage is 1.320
