My 1050 Ti was killed by a heatsink that melted off of my M.2 SSD so I'm in the market for a better GPU. Because GPU pricing is crap right now, I think I'm fine with buying a used card. I was thinking about the 980 Ti as for ~200 dollars used, it is better than a 1070 when overclocked. Any suggestions or should I go for a 980 Ti?

So just make sure that you have a good enough PSU because the 980 ti sucks a lot more wattage (especially when overclocked). Also the 1070 to 980 ti are comparable performance, but the 1070 is going to have better power performance, and again you could overclock it as well. Its also going to have better optimization for newer games and support.

If you can't afford that, a 980 ti isn't a bad option, but if I was spending $200 already, I would just save up a bit more and get something newer, but thats just me.

I have a 700 watt PSU (I built my pc for future upgradability, then the one two punch of Ryzen and Coffee Lake hit >:(). The 1070 is a lot more money compared to a 980 Ti so I figure its better value unless I'm missing something.

It is a good value, in terms of performance to cost. But at much higher power consumption, and with less optimization and support or it year over year. A good example is I have a 1050 ti in my wife's computer, my friend had a 780 ti in his build (Fried just last week). The 780 ti on paper is more powerful in basically every way, yet in almost every game we played the performance was same or beaten by the 780 ti by a very narrow margin. And the reason people tend to forget is that optimazation is always made for current gen hardware first. And newer GPU's have new software or architectures built to take advantage of current gen games.

I am not saying it would be a bad purchase, but just something to consider.
