nah, she could have told Dorothy how to use the ruby slippers from the start, but instead sent her on a journey where her life was at risk with the hopes that Dorothy would destroy her one remaining rival, ultimately allowing her to rule over Oz unopposed

Agreed.  If the good witch of the north had told Dorothy about the ruby red slippers that would have ruined the whole story so as it is now, everyone involved goes down as history.  You did know that Buddy Ebsen (Jed Clampett) from Beverly Hillbilly fame was the original tin man.  He didn't keep the part because he was allergic to the silver paint used on his face, etc. and it made him really sick.
