Additional Turbo Voltage and Offset

If I were to put say 1.320V in additional turbo and + 0.020 on Offset equalling to be 1.340V

 

Wouldn’t it be the same outcome if I were just to put 1.340V on additional turbo and left the offset value on “Auto”? Cause they both would equal 1.340V 

 

or does the offset value control something that I’m not aware of?
