Budgeting Test

I figured I would give it a shot here.  I'm taking this budgeting mid term and for some reason can only get around an 80.  I have the test, and I have my massive text book.  I might be understanding the material wrong as heck, because I can swear I'm getting the right answer. Either way if there is anyone that is a budgeting genius and familiar with Budgeting Systems and that world, let me know.  I'm looking to see if anyone knows the answers I don't.
