Good morning . I wonder if all you super brainiacs could help a halfwit like me with a problem with my MSI Z170 M Titanium . Every first boot of the day , the CPU is under-clocked to 0.8GHz , cannot change it with any tuning utilities ( XTU ) . So I re-boot to BIOS , and this reports CPU `s current clock at 0.8 , even tho the settings in BIOS say 4.5GHz . I switch power off at PSU , wait a few seconds , re power up and boot PC , and hey presto CPU now showing normal settings ( 4.5GHz) , and I can change as normal with XTU. ( normally run 4.9GHz @1.205v)
I am running an i7 7700k with the latest BIOS from MSI . This boot up procedure works every time , and I only have to do it first boot . all other boot ups are normal for that day . This only started happening about 2 months after getting the board . Any advice would be greatly appreciated.

Specs: i7 7700k 

MSI Z170 M Titanium

32GB Avexir RAM ( 3200MHz )

GTX 1080

500GB Samsung 960 Evo 

All on a custom water loop
