Hello LTT community,

I bought an HP Z620 workstation with an e5-2680 processor on Ebay.  I've been watching the clock speed and cpu temperatures under load using HW Monitor.  Under full load it stays at 3.1 GHz and about 50C.  It rarely if ever spikes up to 3.4 Ghz for a tiny spit second on maybe one core.  Is there something wrong?  Full disclosure: I ran this computer with the cpu fan off by mistake (didn't notice the bios setting) for a month.  It was getting toasty (78C) and thermal throttling.  Is it possible that a software flag was set so that it would be permanently more conservative with turbo boost?  Anything I can do?  Would reapply the thermal paste or something be a good idea (especially since I got it off Ebay)?
