Can you elaborate a little?

  • What's the price difference between the two options?
  • What monitor?
  • What kind of games do you play?

GTX 1070 = PHP:25000/USD:$487

RX 580 = PHP:16000/USD:$312

Likely E-sports title such as CS:GO DOTA2 but i want to play other 3a titles such as BF1

If you already own a freesync monitor, the RX 580 is not a bad choice. It will reach or exceed 144fps in pretty much all mainstream esports games. It won't reach that high refresh rate with some AAA titles, but it will still give you 60+fps average on high presets.

i7-6700 @ 4.4GHz || Asrock Z170 Pro4 || MSI RX 480 Gaming X 8GB || Sandisk 480GB SSD + 2x Crucial 128GB SSD + Seagate 3TB HDD

2x8GB G.Skill 2133MHz || NZXT S340 || Cooler Master Hyper 212 Evo || EVGA B2 750W || AOC G2260VWQ6 Freesync

I literally don't own yet a freesync monitor. But the ASUS mg278q is the best i can find with a 27 inch 144hz 1ms 1440p monitor. So i will still buy it. So im okay with the RX 580 8gb? I dont really intend to play ultra preset. I think the high preset still nice

id go for the 580 and the free sync monitor over the 1070, but if you acc  may use  shadow play for sports recording then it might be worth looking around for a 1060 or so and a g-sync monitor if you can scrounge it

Amd have that kind of recording too. But i forgot what its called. And Gsync monitor is so pricey dude. Too much for me

If you really want higher overall framerates, go for a GTX 1070. But for most of the games you mentioned, you will be fine with the RX 580. Save a little money while you're at it.
