Latency in one certain command

So, I swapped out my "old" under 1 year Corsair Strafe Cherry MX Blue as I thought the keyboard had a defect. It turns out the new keyboard "has" the same issue, or it`s my PC, I don`t know.

Whenever I press "ALT + 2" to get "@", it takes around 1 second before someting happen on screen, and as for me since I`m a fast typer that`s a very big issue.

What I`ve tried:
Reinstalling WIndows + drivers
Tested a old motherboard (Asus B150M-PLUS) with same issue
Tested multiple USB ports + USB hub

Current motherboard: Asus ROG Strix Z270H Gaming/K1

Probably you should start with checking  if the issue persists even with onscreen keyboard, then in  safe mode, and then in clean boot
