Sounds like the installation is fucked. I'd do a clean install of something other than XP.

Main System: Phobos

AMD Ryzen 7 2700 (8C/16T), ASRock B450 Steel Legend, 16GB G.SKILL Aegis DDR4 3000MHz, AMD Radeon RX 570 4GB (XFX), 960GB Crucial M500, 2TB Seagate BarraCuda, Windows 10 Pro for Workstations/macOS Catalina

Secondary System: York

Intel Core i7-2600 (4C/8T), ASUS P8Z68-V/GEN3, 16GB GEIL Enhance Corsa DDR3 1600MHz, Zotac GeForce GTX 550 Ti 1GB, 240GB ADATA Ultimate SU650, Windows 10 Pro for Workstations

Older File Server: Yet to be named

Intel Pentium 4 HT (1C/2T), Intel D865GBF, 3GB DDR 400MHz, ATI Radeon HD 4650 1GB (HIS), 80GB WD Caviar, 320GB Hitachi Deskstar, Windows XP Pro SP3, Windows Server 2003 R2

How would I do this

Download a Windows 7 iso and write it to a flash drive. Boot from flash drive then install windows 7. https://www.sevenforums.com/tutorials/2432-usb-windows-7-installation-key-drive-create.html

while your at it you might want to consider upgrading to windows 10.
Make a bootable usb using the media creation tool or rufus (google for rufus, it's a wonderfull tool) and install windows 10 (pick the upgrade part).
The specs of your laptop are well within the range of windows 10, it will probably run just as good as windows XP except if you are using legacy applications which can only run on windows xp

Xp is no longer supported by Windows, im sure it was trying to update the reason for hanging at boot.  I just updated a small gateway laptop with windows 10 form xp,  I installed a new 500gb ssd, and upgraded the ram to meet the windows requirements.  it is running great.
