Is it actually static? Or is it like EMI? If it's the later, there's little you can do.

Do you mean built in tv speaker? Or do you mean speakers connected to tv? Does tv receive audio through hdmi? Does tv make staticy sound using other sources? Have you tried another hdmi cable?

Try using another device like console or something plugged into tv to see if the speakers still have static sound, if it does then your tv speakers are likely bad.  Is the sound constant when tv is on? Like if everything but power on the tv is unplugged and tv on does it sound staticy? Try muting tv speaker and if it still makes noise could be tv component and not speaker.

What do you mean use headphone? Are you plugging your headphone into the tv or pc? You should reinstall the realtek drivers from mobo manufacturer as those are what give you sound, the vega audio drivers are for audio over hdmi.

I never noticed anything with the ps4, it is not constant, i plug my headphones on the mobo, already reinstalled the realtek and amd drivers

Do you have a usb audio device like a usb to 3.5mm or a usb headphone? This confirms if onboard motherboard audio causes static in your headphone.

But because it has static sound over hdmi and when using motherboard 3.5mm it makes me think a psu or outlet power issue like dirty power or something causing a ground loop. Try using a different outlet or ups. Lastly try running hdmi to tv away from any power cable. I duno hopefully someone else can help.
