The fan shouldn't ever past 70% with a nice custom fan curve even during benchmarking. 

Okay, so i have decided to buy a r9 280x. And i am stuck between the Asus DCUII and the sapphire vapour x. I've heard that the Asus one is extremely quiet at 100% load while the Sapphire one is extremely loud on 100% load. However, in my country the Asus one is $549 while the sapphire one is $479. Would the quieter cooler justify that extra $70?

 

Also, does the card run on 100% load while playing games like BF4? If not. What would the estimate load be?

So does that mean that the 100% load is probably only obtained when doing stress tests?

Usually. There are non benchmarking instances that can push 100% or near 100% load on a gpu.
