Black screen on driver update

So I picked up an xfx r9 270 on the cheap and the previous owner said that he used it perfectly up until a new driver came out and now he can't so he sold it. I popped it in a pc just to test and standard vga driver works fine but when you try to install a driver you get a black screen right after it gets to installing video driver . I tried AMD 16.5.3 as well as the newest drivers and same results on both I even uninstalled the driver and tried installing in windows 7 . I don't know if it can be fixed but It would be nice if we can get it running any advice would be of help . Thanks!

Have you tried using old old old drivers. New drivers won't even install on my HD 1680...

I tried the 16.5.3 installer which is older but that was the only one I tried.

AMD sent this support email to someone with this problem.

I have just received this email from AMD technical support i will try this and update to you too till then you try this out for yourself too hope it helps
Thank you for the response.

Please try these steps.

1. Turn off the computer and unplug
2. Remove Graphic card
3. Plug the monitor to your video output
4. Turn on the computer
5. Click on start and type msconfig
6. Select the Boot tab and click on the box that says Safe boot with minimal selected.
7. Apply then click ok.
8. DO NOT RESTART.
9. Shut Down computer and unplug
10. Install Graphic card
11. Turn on the computer (should boot into safe mode)
12. Go into Device Manager
13. Expand Display Adapter
14. Disable the Integrated GPU driver if any. (DO NOT UNINSTALL)
15. Click the start button and type msconfig
16. Unclick Safe boot
17. Restart

Else, some people say flashing the vga bios works.

Else, some people say flashing the vga bios works.

So I tried both and I got a little older driver installed but when I had to reboot to take effect it would black screen after the starting windows symbol ( windows 7 ) I might try an even older driver. They are just a pain to uninstall and install back on. Thanks for trying to help !
