OMG JAVA ERROR 1603 UGHHHH

I've been trying for a day and a half to install java. (I deleted and uninstalled it earlier because I was having issues). Everytime I install it no matter what I do, it gives me error 1603. I've tried the JDK, the JRE, and the offline installers, none of them work. HELP ME
