Do I need this cpu?

I feel like the bottleneck in my upcoming new system would be with the gpu and not cpu.  I plan to do some mild content creation maybe some streaming, do I need this processor or can i go down to maybe a ryzen 5 and spend more on a gpu?  As far as price range my top dollar for parts here is $1300   https://pcpartpicker.com/list/CKQPwV

For a combined gaming/workstation rig, I would typically have a R5 1600 paired with a GTX 1070.

 

Besides, it's not possible to get a RX 580 for a reasonable price in this GPU climate anyway.

That's probably true, especially if you play at higher resolutions and/or lower frame rates (60 instead of 120+), but then, that's normal; most people expect and "aim for" a GPU bottleneck rather than a CPU bottleneck, since CPU bottlenecks tend to cause stutter, and a GPU can be more easily upgraded in a few years, where as a new CPU requires a full new platform.

Either get a GTX 1060 6gb or get an r5 1600 and upgrade to a Vega 54/1070-1070TI
