Just a quick question

Right now i have the XFX Radeon HD 7770 Core edition, and my friend said that it should run about the same as his but when he plays games like League of Legends he can play on high settigns while i have to play with low settings so that it can just run smoothly he says it could be my processor bottle necking the performance of the graphics card which is a Intel Celeron E3300 Processor 2.5 GHz and i just want to know is this true?

This is true. That Celeron is a HUGE bottleneck

No, a huge bottleneck is a Sempron 145 & 780 Ti..

 

It isn't a HUGE bottleneck, but it is a pretty big one
