Common, I'd say no

Safe? I'm not an electrician nor do I design UPS's but I'd beg to guess yes but ill-advised...provided you don't overload the power strip or the ports on the UPS because it might cause an electrical fire.

There is no need for a surge protector if you have a UPS they have a decent amount of surge protection but will basically in the worst case will cut itself off the the grid if it detects a surge due to say a brownout or just bad quality power.
