You can view a startup program's file origin by right-clicking on it and selecting "Open file location". Usually, startup applications like "Program" are created by deleted or faulty programs. If opening the file's location takes you to system32's rundll32.exe, it's safe to say that the startup event listed is not doing anything. If you really want it gone, CCleaner has a tool that lets you delete startup events.
