PC won't turn on

Optical Drive

 

I have already tested the components outside the case so I know they work since they properly posted but when I have them installed in the case they don't work. I have reseated all the power connections. The power switch is plugged in properly and when I tried to short the pins it didn't turn on even though when I did it outside the case it did turn on

 

If it's relavent but I built my PC and for maybe 10 days it was working perfectly but then my PSU gave out so I had to RMA  it. I know this new PSU and the wall socket work.

It sounds like something is shorting in the case. Check you have installed all the motherboard stand offs in the right places.

Looked and all of the installed standoffs line up with a hole on the motherboard
