Restarting issue

Hi, whenever i try to restart my PC is goes into a boot looping cycle but if i turn the PSU off and press the power button then turn the PSU back on it posts normally. any advice/ help would be appreciated.

Specs (if needed)

mobo- Gigabyte X58-USB3

CPU- intel X5650 overclocked to 4ghz (the overclock does not change the issue)

RAM- 16gb Patriot Memory DDR3. ( 2 8gb dimms)

Graphics card- gtx 1050

PSU- corsair CX430

430W seems a bit weak for a system for that calibre. I mean it'll probably minimally meet the requirement wattage, but that's never recommended.

i used to have a 500w but the fan died. I currently don't have the money to upgrade PSU do you think that could be the problem?
