can't initialise a disk

I have a 1.5TB HDD which is giving me issues, it is showing up in disk manager (shown below) and when ever I try to initialise it (using the MBR partition style) I get an error (Also shown below)

what is going wrong here and how do I fix it so I get all 1.5TB of the drive which I should be getting

well.. the fact it shows up as 3.86GB probably is a pretty big hint..

 

what exact drive is it?

2 year one from CEX so yes, And I don't think it is broken but that being said who knows, I think I will need to return it though unless there is any advice on how to fix it you could give. I got sold it as working and it was I believe working for me previously

Run a SMART test and see if it passes, that looks like a dead drive to me with it only showing 3.5GB. Good news is at least it is detected.

crystal disk can't see it (might be because it's not initialised but CMD says it's ok
