V sync sync the farames your GPU spits out to the refresh rate of your monitor, to cut down on screen tearing. There are some options that will lock your fps pretty low, so turn it off (you won't notice screen tearing at 144fps) or set it to fast.

Nvidia Control panel comes with GeForce Experience. What cable do you use for your monitor?

Are you in Nvidia control panel? "Manage 3D settings" is where you find all the settings for graphics, including v-sync. It normally opens straight into the resolution page, so you can change the res there.
