Is windows 10 oem different in any way other than price to consumer windows 10?

And is the oem version safe to use is a fresh install?

Thanks

An OEM version can only be installed once and is tied to the hardware its beeing installed on.

Other than that it is exactly the same.

If you reinstall Windows in the same computer with only a partially changed hardware and select "I don't own a key" during the setup, it will reactivate itself up to a few times.
