I have a twin frozer gtx 770 and in my pc case I have 1 intake fan 1 exhaust fan and 1 fan on the side pannle blowing right on the gpu and on most of my games are running at about 85c with 60% fan speed I've had pubg running for about an hour and a half at the gpu never went above 86c is that too hot or no and the gpu is not overclocked

Those temperatures are very high. Maybe the old thermal paste is hurting the cooling performance. Consider repasting your GPU core. And clean your GPU if it's clogged or dusty.

Make sure your case fans can move the air across and out of the case in a thermal friendly direction (from down to up of sideways). 

 

If the GPU uses blower style fan, max it out. You don't have a choice here. Anything below 90C is considered "okay", but it hurts the longevity of the card if you're above 85C

Anything below 80C is fine. Preferably under 75C.

It's within the safety margins, but is on the upper edge of hot. You could increase your fan speed profile. I have mine set to hit 100% at 60c, but I'm not concerned with noise.

        #1(simple) "Well, I never liked that stupid thing anyway!"

        #2(complex) "Obviously there was a flaw in the material, probably due to the inadvertent introduction of contaminants during the manufacturing process."

I set mine to 100% and the temp might go to like 82c

In your OP it stated that you were running at 85c with the fans at 60%. Remember that once it gets that hot, it's more difficult to cool it down, rather than maintain a lower temp. Also take Light-Yagami's advice and give everything a good cleaning. If the card(s) are getting old, you might also replace the thermal paste. Sounds like your case doesn't have very good airflow to begin with, especially on the exhaust. Everything also depends on the ambient room temperature.

Get a better case and fans. Can run one of my Titan blacks at 55c on max fan, 65c at 65%. But they do have vapor chambers. Swap to an acx cooler off eBay.
