Help! Strange lag spikes

So, I play Paladins on a crappy laptop from 2010. I get minimum 20 fps, max 30. It stays pretty steady. However, recently I get the effect of being drophacked but it is in every online game, even snowfight.io. Does anyone know what is going on? This doesn't happen on my desktop.

lower than the lowest. It's not the framerate, it's that in every online game I get this weird thing where it looks like I'm being drophacked. It's not normal lag spikes

What does "drophacked" mean? Do you mean DDOS?
