I am planning on using a Ryzen 7 1700X(hopefully OC to 4.0 Ghz) with a GTX 1080 TI. If I go ahead with my plan, will there be any sort of cpu bottleneck?

No. No bottleneck.

A 7700K would deliver a bit more FPS in 1080p but not a big deal unless you need those few fps for 144 hz etc...

Ryzen 7 pretty good CPU, just make sure to have high frequency memory like 3000 or 3200
