Good GPU or CPU For Rendering ?

A better CPU will be much better. Unless you're rendering something with serious 3D graphics or something, then any old GPU will be fine -- even the integrated one will serve well enough.

 

What's your budget for an upgrade? I'd suggest Ryzen + Cheap GPU, or intel desktop covfefe lake i5 or something.

Hello Guys ! 

I have a youtube channel where i post latest music (Not Owned By Me)

The channel includes electronic, trap, chill, pop and many more genres.

I use  premiere pro cc , after effects cc and also photoshop cc for all my tasks

 Now the main question i have is that what should i upgrade to enhance my rendering performance and also that it finishes quickly. " A Graphics Card or a CPU ? " 

My Current System

. Core2Quad Q9500 2.83 Ghz

. 6GB DDR3 RAM 

. No GPU

I know it's outdated but im just a student and i don't earn any money till now. I buy with what ever money i get in long term savings.

Delidded Core i7 4770K - GTX 1070 ROG Strix - 16GB DDR3 @2000Mhz

Well since you have cleared the main conflict of what to upgrade. That's clear now.

Now the thing is ill have to wait for upgrading my cpu because the next thing ill be upgrading is my gpu hopefully next month. I'll compromise with my rendering performance for better gaming experience. 

And just so you know i don't any serious 3D graphics. I do basic stuff like

Add wiggle in an image, Creating audio spectrum, adding snow effect , edit BG image, this all in one single project.
