take a look at something like the Hausbell HDV-5052

 

it seems at that price point you can't expect to get a brand name camcorder.

 

the closest to your budget i found was the Sony HDRCX405 for $150 used. 

 

you might get brand name (canon, nikon) point & shoots at around $120 that can do 1080p video. dunno how usable they are in video recording mode tho.

most point & shoots only do 30fps for example. 

 

depending on what type of videos you want to make, a gopro style action cam might be more suitable.

 

they usually have a wide angle fisheye lens tho and no optical zoom (fixed focus even) but almost all of them can do 1080p 60fps and are at least decent in low light or artificial light conditions (where most cheap camcorders and point & shoot cameras perform horrible)
