90% or more Isopropyl Alcohol.

The percentage doesnt much matter as long as its over like 60%.

start with dry toilet paper or coffee filter, remove the majority of the old thermal paste.

 

next place some isopropyl on a new piece of toilet paper or coffee filter, just a splash, does not take much. wipe suface clean and let dry.

 

apply new thermal paste and reattach your heat sink
