its probably mineral oil. Distilled water will short fairly quickly as it will pick up particles and become conductive

Water led electricity because there's salt in it. Distillated water is vapor of normal water which is liquefied. Sorry if that is very broken English, my sincerely apologies.

yes, it is not conductive for a little bit but after some time it becomes ionized again and start conducting electricity. look it up
