CPU (Maybe GPU) Undervolting

Anyone know of good programs to undervolt a voltage locked laptop CPU? Mine is clocked at 1.73, but boosts to 2.4, if it is cool enough, which after a half hour of gaming, it is sometimes down past the base clock.
