For some reason when I'm playing graphic intensive games, I only get up to 55C MAX temp.

Does that mean my gpu is barely under any load?

Also with a Ryzen 7 1700 3.8ghz and a GTX 1080 ROG OC card, I only get 220 ish fps MAX on overwatch on full low settings. Also only 130ish fps on PUBG

Idk install a program and watch it. I use the evga precision overlay. Can't get it to work in pubg through.

Install that and valley or heaven benchmark and see what it does then.

Probably, tbh -- but you should monitor your temps while you're in game. Also depends on the game too -- the game could be well optimized.  But then again it could also just mean that the GPU has good vents and is really loud or something.

I personally use Speedfan to check my temps.
