what is an cpu throttling ? is it 100% cpu usage in games or other apps ? or other ? i just dont understand someone explain to me pls

CPU throttling is usually when you have the CPU getting too hot

 

some people though suggesy that a slower CPU is "throttling" a GPUs performance and while that is technically correct, we usually refer to it as "bottlenecking" the GPU

throttling is where the processor gets too warm and then slows itself down to prevent shutting down

not really sure what you are getting at, other than 100% usage just means that you are using all the CPU

cpu usage depends on how much processing power the application you are running needs, the more it needs, the more % it uses. 100% means 100% of the cpu is being used. the more % being used, the more heat the cpu generates.

throttling is a safety feature that will reduce the clockspeed of the cpu to lessen heat generation.
