$840 is not a 'budget' PC! Does this budget include mouse, keyboard, monitor etc etc?

8th gen Intel processors are coming out later this month. I would suggest waiting for those.

Still wont hold a candle to the value of a Ryzen R5.

Ryzen R5 1600, use the included cooler (no need for an aftermarket one)

Find a B350 chipset MB you like (asus is a good brand to choose)

once you find the MB you like, check the Memory QVL on the manufacturer's support site and choose a SKU of RAM on that list that you can stomach. faster the better, but don't feel that you need the fastest SKU on there. You'll be good with a 2400MHz kit.

Find a PSU on the tier list in the PSU section here, 1-3 preferred.

I recommend M.2 Sata storage of at least 512GB if the board supports it (most of them do) and supplement storage with a HDD, maybe 3TB or so. WD or Seagate. MX300 or a WD Blue would be a great choice for SSD.

GPU choice is going to be hard as you're not going to find much in stock. If you can find a RX580 or a GTX 1060, either of those will last you a long time and give you plenty of gaming performance to stay your appetite. Of course if you can afford a 1070/1080/1080ti, please feel free to do so. games are generally very GPU heavy so the CPU doesn't matter much.

Good, but 120Gb wont be enough, spend a bit more and get at least 240Gb SSD.

well size always matter :P. But you can live with 120Gb if you dont put a lot of large games on your SSD. budget build is a budget build.

a small SSD should always be paired with a large HDD. Games should go on the spinner.
