Windows Task bar doesn't work

My task bar does not work at all. The open applications do not appear, neither do the pinned applications. The taskbar is just black all over. If I hover my mouse over it, the loading blue circle appears and just stays that way forever. If I try to search something or right click it, nothing happens. Please help.
