Windows boot issue

Had an issue with my pc for a while where if i booted up it would force me to go into the bios before loading windows, but windows wouldn't actually load properly (taskbar would be blank) meaning id have to restart it before i could do anything.

 

Formatted the PC thinking that would solve the issue but its come back, anyone know what might be causing this, ive attached the screen i get before going into the bios.

 

Im using win 10, i5-4670k (isnt OC at the moment), ROG gene VI, RM650 PSU
