Memory Usage Issue

Having issues with memory usage 

Regardless of usage I am hovering around 95% (+/- 3%) total memory used, I have attached a screen shot to show the processes running 

Have recently replaced what i thought was faulty ram but no luck there, so still running into this issue with brand new ram

Have run memory diagnostic test and no errors came back although something is clearly not running properly

 

Usage stays the same regardless of processes, i.e hovers around 95% be it playing games or just idling 

Hard drives / SSD have ample space on each so no full drive issues

 

Really stuck on fixing this so any help would be greatly appreciated

which program fill your ram the most?

in that screenshot it is avg, but if i shut avg then the next process on the list begins to use the bulk of the memory, ie chrome 

that screenshot was after I tried turning off and leaving for a few minutes as well, but no luck resolving that way

Not exactly sure what it means, but the amount of memory in your non-paged pool seems quite large. Here is some information on paged pools vs non-paged pools: https://msdn.microsoft.com/en-us/library/windows/desktop/aa965226(v=vs.85).aspx

I think your issue has something to do with how Windows is managing your memory. Try increasing, decreasing, or disabling your page file.
