Boot loop help

I just got all of my parts for my new X99 setup, but I'm running into some issues. The initial boot when good, but it froze two screens into trying to install windows. I rebooted and same deal. Tried one last time and that is when the boot looping started. I have already tried moving both of my ram sticks around to different dimms to no avail. Power supply, GPU, and RAM were all verified working on my old rig. The motherboard was picked up from microcenter on open box claiming to be verified working.

 

Specs: 

CPU: I7-6850K

MOTHERBOARD: MSI X99A GAMING PRO CARBON

GPU: EVGA GTX 980TI SC+

RAM: CORSAIR VENGEANCE DDR4 3000MHZ

PSU: CORSAIR HX1000i

STORAGE: SAMSUNG M.2 960EVO 500GB

 

Have already done the following things:

-Cleared CMOS

-Reseated Cables

-played with different dimms for ram

 

 

Any help is much appeciated

that does sound an awfull lot like a faulty motherboard. it could also be the drive that you are installing on, try if you can change the boot order and format the drive, or take it out and use another drive.

if you have several RAM sticks, try it with just one, maybe one of the sticks is broken. and take out the GPU and use the IGPU. basically try to use as few components as possible so you can exclude everything else.

Update the BIOS. If it's an older board, it may not be up to date. AFAIK, X99 was really buggy at release, more so than Ryzen.

I agree, but this may not be possible if the board is bad.

Based on the first two attempts to boot it does appear to be booting from the windows 10 usb i have, but froze. I  don't have the ability to change the boot drive since i can't even post to the bios

Just to add, the boot loop is occuring within the first 5 secs on booting, and in that time it does not post.

I was afraid of this, if this keeps happening even whit all unnecessary things disconnected then you can't really do anything.

It was sealed in box. I just want to be sure since microcenter "claimed" the motherboard was verified working

If the CPU is new, it should be fine. CPUs don't break easily, unless they are physically damaged or overvolted and fried, though they usually shut themselves off. Take the board back to Microcenter and have them fix it, since they said it was working.
