My issue is that while gaming and watching something on my second screen the video sometimes goes black for a second and starts again. My english isn't good enough to describe it accurately so I uploaded few clips of it happening to youtube.

Chrome

Edge (also added task manager and msi afterburner to screen)

On Youtube the video just crashes randomly and I have to refresh the page for it to work again

For some reason Netflix seems to work without any issues.

 

This issue happens only when I am playing (mostly WoW) on my main monitor and watching something on my second monitor. The game runs without any issues I have zero lag/disconnects while gaming so im 99% sure it's not internet issue.

 

Things I have tried so far to fix this:

 

Reinstalled Chrome

reverted to older GPU driver

updated BIOS

tested RAM with Windows Memory Diagnostic

Clean installed Windows 10 from USB

 

My specs:
GPU: MSI GTX 1070 Gaming X (Driver 384.94)
CPU: i5-3570K overlocked to 4.1GHz

Motherboard: P8Z77-V LX (BIOS version 2501)

RAM: 8Gb of DDR3 RAM

PSU: HX850
OS: Windows 10 Home 64bit
128Gb SSD

I have had the same specs for around a year and this issue started to happen ~2 months ago.

hmmm, try firefox or opera. The CPU looks like its pinned a lot too, so I wouldn't rule that out. Chrome is fairly resource intense, but I don't know about edge. 

Have you tried turning it off and on again?
