On Off Cycle

So I just swapped CPUs and motherboards and I got into the BIOS and turned XMP on and rebooted. It would boot after that and cycled turned on then off on then off. So I cleared CMOS and ran the RAM at 2133mhz. It booted but the second it stops with the initial loading screen it blue screens with AsIO.sys error. Now what?
