So I know Asus Aura is a program only available through Windows and not linux, but if I dualboot Windows and Linux, can I have Asus Aura running? For example, I customize the lighting in Windows, restart, and then boot to Linux. Will the lighting effects still occur if I'm then booting Linux?

Yes, Asus Aura configs appear to stick on my STRIX card when I've booted into linux. For interest in getting it working in linux show some support here
