Ok so blah blah blah long story. If an R9 390 XFX is not allowing voltage control, and you have tried everything software side, could it be a card issue? And what would fix it?

Also are there any software solutions you can try? Whats a different oc software to afterburner? Editing files has already been tried. Anything else?

Could it be an issue with the card not overclocking?

could be an issue, how much configuration options do you have in UEFI. is it more basic or is it more gamer oriented.
