What windows firewall setting should I choose when installing a game for first time, Private, Public, or both ?

That depends on what network you'll be using if you play multiplayer games or want to take advantage of game networks.

 

If the network you're connected to is a private network then the game will need to be allowed to communicate through private networks, and the same for public networks.
